I'm not sure if lucy is accurate in this instance, but it appears the 1 second cast time was added in December 2004 (after the "cut off" for our server?). Well if the Lucy entry is the only thing to go by then the shield didn't even Cure Disease until 2004 either. We obviously know that to not be true. So what you're probably seeing in the Lucy history is just labels being updated on the back end - not initial values.
