    Are these implemented / has anyone completed it? Haven't seen any of the required NPCs up, but the starting NPC does give the quest.

    lot of them are trigger spawns. you have to do them step by step to spawn the needed NPC.

    Yeah, I realized that. Completed step 2 today! The guide I had been looking at suggested that the stepwise approach wasn't necessary. Thank you everyone!
