For mobs with long respawn timers, do hot-fixes mess with them? a mob I am camping was supposed to spawn a little while ago, but still hasn't. If this is normal, that's fine of course, I'm just curious if this is expected behavior or not.

If a mob with ph on a regular timer is up before reset then named/ph will be up after reset. But if you kill a named right before reset and it doesn't pop before then it will not be up after. ie- if no named/ph are killed in chardok, reset happens, then every named spot will be flipped. Same with Hate etc.
