first chat channel alliance messages after logging in post-patch: on two chars the chat was visible, on one char the text didn't come through
I only increased some of the timeouts and the threshold for spam throttling. It needs more attention than I was going to work on for now. Way more important stuff to do.

I think its related to the spam detection code. Its kind of messy. So I tried to make some quick changes so it would not trigger so easy and throttle connections. But it needs redone. It was going to take too much effort. And had other stuff. There were not big changes made.
