This is a complete guess, but the concern could be around this being an emulated server of a live game? Therefore, OP making sure to not draw any unwanted attention to the server. Though, DBG or whatever they are now seems to be totally cool with EQ EMUs.
No restrictions here. Some of the highest viewed streamers are P99 players. I stream sometimes depending on the raid/my mood, but Mokli is probably right about guild restrictions.
