What is the minimum level you need to be to get this hammer?

 

I'd say reasonably L49-50.

 

You can complete the quest for the hammer long beforehand, but the hammer doesn't proc until level 51, so not much point getting it until then.

 

Charming can also be difficult sub 50, so 50 is a good benchmark so you don't blow a bunch of charges (Unless you bring someone along who is tashing)
