6/11/2003 patch notes : To correct this issue, we will be allowing characters to enter the following Planes of Power zones by meeting a simple level requirement: Level 55 and over Plane of Storms Plane of Torment Plane of Valor Crypt of Decay Level 62 and over Bastion of Thunder Halls of Honor

You still need them to access zones but you dont need them to get flags(called checklist flags) that can be corrected to finish up flags at the seer
I couldn't zone in with a lvl 60 Rogue, 59 Shaman, and 58 Wizard. Relogged numerous times with no luck.
